What does "locked value" mean?

If the notice "locked value" is shown when requesting a payout in the Eventportal, it indicates you have received gift balance. Gift balance is typically part of a promotional offer and can be redeemed during the event, but it cannot be refunded. Any additional balance that you topped up yourself is unaffected and can be withdrawn as usual.
